俺が住んでいたのはセブだったが、フィリピンの中でも貧困率が比較的低く、住みやすい地域と言われている。治安の良さは上海と同じくらいと聞いたことがある。土地問題に関して言えばミンダナオが一番事態が深刻なのだが、今回はセブで垣間見た事例として、セブでのハウジングプログラムを紹介したいと思う。
大学のクラスメートの家を訪れたことがあった。彼の名前はJadeといい、弁護士を目指す勤勉な学生で、とてもフレンドリーなのですぐに友達になった。彼の住んでいるエリアには約100軒もの家があった。そのエリアの住民は経済的な理由で自分たちで家を建てることができなかった人々なのだが、幸運にも自分の家で暮らすことができている人々だった。Jadeと彼の家族と話をする機会を得た。
フィリピンではスペイン統治時代から続く大地主が土地の多くを所有するなどの問題がある。その多くはミンダナオを中心とする農地。政府が農地解放政策を1972年から実施して政府所有の土地と民有地のいくつかは解放されてはいるが、政策を無視する地主がいたり、農地の地目転換(農業用地を工業用地、商業用地、住宅用地などへ転換すること)によって免れようとする人がいることで問題の解決が遅れている。土地を持てず住む場所を持てない人がいる中、ＮＧＯ、ＮＰＯなどによりハウジングプログラムが実施されていて、Jadeやそのエリアに住む人たちはその恩恵を受けることができたのだった。
ＳＶＤもまたハウジングプログラムを実施しているのだが、JadeはＳＶＤのプログラムによって建てられた家に住んでいる。ＳＶＤは地主から土地を購入し、家を建てて人々に無償で提供する。そして人々は土地代のみを毎月SVDに支払うのだ。利子などは取らない。享受できる人々の選考基準は子供の数と収入で、あくまでも返済できる見込みがある人にだけ提供される。そういうシステム。
フィリピンには土地を持てないために不法定住する者が後を絶たないと家庭教師のRolenは言っていた。SVDのメンバーと不法定住する人々を訪ねさせてもらったことがあったが、SVDのメンバーは彼らに食料を提供したり、学校に行けない子供たちに教育を行ったりしているのだという。不法定住なのだから、もちろん彼らはそこに住むことを許されていない。しかしそれをわかった上でＳＶＤはそこで出来ることをしているのだ。
ボロボロの服を着た子供たちがいたが、ラグビーと呼ばれる接着剤を吸引していた。食べる物もろくにない彼らはそれで空腹感を紛らわすのだという。接着剤でも法的には違法になる。Rolenに連れられてセブの刑務所を訪れたことがあったが、刑務所に入ってる人たちの90％はドラッグによって収容されているとのことだった。
不法定住者たちはその辺りから資材を広い集め、それらを用い地主に無断で家を建てるのだそうだ。セブのゴミ集積場を訪ねたことがあったが、フィリピンの小さな島々からセブなど大きな島のゴミ山を目指して貧しい人々がやってくるのだそうだ。資材を拾い集め家を建てたり、それらを売ったりするとのこと。中を見せてもらったがボロボロでとても不衛生だった。そしてもちろんプライバシーなどない。ゴミ山の周りには小さなタウンが形成されていた。
クラスメートのJadeは大学での仕事と勉強でとても忙しいが、SVDの活動にも参加している。彼は日本人もびっくりな程に礼儀正しく、また志が高いやつだ。彼のような人達が育っていける環境を提供しているこのプログラムは価値があると思えた。しかしほんの一部の人たちだけがその恩恵に預かれる。選考するというのは差別的に思えるが、予算が限られている以上は仕方のないことなのだろう。
日本の話になるけど、東日本大震災(2011.3.11)の影響で非難している被災者への仮説住宅の建設が2011年8月上旬までに必要数に達するめどがたったみたいだ。《参考：Yahoo!ニュース(産経新聞) リンク アクセス日：2011/5/22》日本政府の対応が遅いという声が多くそれも確かかもしれないけど、いい国だと思う。
I lived in Cebu. Percentage of poor in Cebu is low compared to the other place in the Philippines. And Cebu is livable. It is supposed to be safe place nearly as much as Shanghai.I will introduce housing plan in Cebu as one of the cases although Mindanao is the most serious situation about land problems.
I visited university friend’s house before. His name is Jade and he is very diligent and hopes to be a lawyer. He is so friendly that we became friends soon. There were about one-hundred’s houses in his community. They couldn’t build their house by themselves but they are able to live a house fortunately. I got opportunity to talk to him and his family.
A lot of land in the Philippines belongs to large landowners since the time of rule of Spain and most of them are farm land in Mindanao. Government has been conducting the policy about land problem since 1972 and some of them were solved but it is not enough. Some large landowners ignore government policy and change land category ( into farm land, industrial land, commercial land and housing land) and get away from the policy. And sometimes it is difficult to keep land even if people have land. There are a lot of problem about it. Some NGO and NPO try to improve the situation and Jade and people around him reap the benefit.
SVD also conducts housing plan and Jade lives the house. SVD buys land from landowners and builds houses. SVD provides people with the houses. People just pay land cost every month. SVD doesn’t add interest. The standards of being able to take this system are number of children and income. SVD contributes this service for the particular people absolutely. This is the system.
There a lot of people who live without permission because they are not able to have their own land. I visited the place where squatter live with SVD before. SVD provides food and education for the people. They are not allowed living there, of course. SVD understand it and they contribute as long as they can. I saw children wearing shabby clothes and they did the drug, which is bond called ‘rugby’. They have to avoid the feeling of hunger. They are caught even if the drug is bond. I visited a jail in Cebu before and I heard that ninety percent of them were in the jail at that time because of a drug. The squatter gather rubbish and build a house without asking landowner. They showed me to their houses, which were broken-down and unsanitary. They don’t have privacy of course. I visited a dump site before in Cebu and I heard that poor people live there because of a lot of garbage. They gather the garbage and build houses or sell it. There was a small town around dump site.
Jade participates the activity of SVD thought he is busy with study and work. He is very polite and ambitious. I thought the housing plan works well because it supports the people like Jade. But the people who see the benefit are very less. It seems that it is can’t be avoided to choose the people because the budget is limited.
About Japanese earthquake (2011.3.11), government said that temporary houses for the victims are supposed to be built by the beginning of August in 2011. 《Reference：Yahoo!News (The Sankei Shimbun) Link The day of access：2011/5/2》A lot of people say that government is slow to respond to the disaster. That might be the case but I think Japan is good country.
