ネパールではデモやストが日常的に起こる。ある日、広場でデモをやっていた。ネパールの国旗をかかげなにやら騒がしくしている。政治に不満をもつ政党のサポーター達が拡声器を使い叫んでいる。外国で初めてデモを見たのでびっくりしたが、この国ではよくあることみたいだ。ネパールは今、政治がとても不安定な状態にある。話を聞いていくうちに興味を持った。
ゼネストはネパールのあらゆる政党によって行われる。「バンダ」と呼ばれ「閉める」という意味らしい。バンダの時にはあらゆる活動が制限される。商店はもちろんのこと、旅行会社からなにからなにまでオープンできない。ただし病院、薬局、政府銀行、各国大使館などは除かれる。また車、バイク、バス、その他交通機関もすべてストップ。ツーリストバスのみ運行できる。バンダの時にはうるさい町が嘘のように静かになる。新聞やテレビで、「明日はバンダです。」と情報が載る。ネパール市民は誰でも明日はバンダ、明後日はバンダ、ということを知っている。営業しているのが見つかると窓ガラスを割られたり、殴られたり、バイクや車を運転していると燃やされたりする。ついこないだも5台ものバスが燃やされたみたいだ。しかしそれは人が乗っていないときだったみたいだ。
マオイストという政党がネパールの第一党の政党だ。マオイストについて市民に話を聞いてみた。日本と違いきちんと確かな話をしてくれる人は本当に少ない。自動車教習の会社経営者にマオイストについて話をきいた。いい教育を受けていて、外国人相手の商売を’’していない’’人は比較的信用できる。「（マオイストは）5年前まではテロリストみたいなことをしていた。ジャングルに潜み、町に爆弾仕掛けたりなどし政府軍と戦った。傷ついたマオイストは病院にいけないので次々と死んでいった。沢山の貧困者もメンバーの一員だ。彼らは仕事がない。政治に対して一番不満をもっている人々だ」ということだった。停戦し、今は暫定政権に加わり議会内の活動に転じている。しかしついこないだまでゲリラ組織だったのが第一党になり議席の約過半数を得ている。恐ろしい国だ。ちなみにマオイストは軍隊を持っているが政府軍に受け入れられない軍人がいたりと今問題になっている。
今ネパールは大騒ぎだ。というのも新憲法の制定の期限が2011年5月28日なのだが、政府が延期しようとしていて国民の怒りを買っている。2008年5月28日、ネパール憲法制定議会はネパールを連邦共和制にするという宣言を可決した。憲法制定期限は2年だったが、政府は1年前にも同様に1年の延期を実施していた。そのため国民の怒りは高まっているのだ。今、毎日のようにデモが行われているのはその為だ。カトマンドゥに憲法制定会議場があるが、そこに毎日デモンストレーターが集まり訴えを続けている。もう待てない、と。ものすごい数の警察官が配備され、バリケードを張って建物への侵入を阻止している。またマスコミも沢山いた。デモンストレーター、警察官、マスコミ、野次馬があつまり人で溢れかえっていた。
5月28日まで数日の間、毎日昼から夜までデモが行われた。そこでサポーターや市民に話を聞いた。
旅行会社を経営しているビジネスマン。「政府は約束を守らない。来年来年といつも先延ばしにしている。早くしてほしい。物価は高い。みんな政治に不満だらけだ」
コンピューターエンジニアで会社経営者。「デモを行うことで政府にプレッシャーを与えている。口先だけで何もしない政府。ネパールは独立すべき。海外に頼りすぎているので自分たちで経済を発展させなければ。セキュリティもない。政府は方針をころころ変える。だから何も先に進まない」
ある野党の代表の友人というレストラン経営者の人もサポーターで、仲良くなったのでレストランで食事をしながら話を聞けた。「デモやらストやらこんなことを15年間もくりかえしている。この国の政治は駄目。今回また新しい政党になったところでなにも変わらない。人々は軍の下におかれるべき。最近のネパール人はけじめというものがない。好き勝手に暴れてストライキを繰り返し、自分たちで自分たちの首を絞めているだけだ。結局政府は変わらないんだから。経済を悪化させているだけ。軍の下に置かれたほうがまだ統率が取れてましになるのではないか。政府は紙切れでしかない。実際何もしない」
旅行会社経営者。「議員の給料はひと月5万ルピー。平均給与のおよそ10倍。憲法制定議会の601人が3年という歳月を費やしたがまだ憲法を制定していない。もちろん給料は税金からだ。国民が怒るのも当たり前。この3ヶ月で憲法制定されなかったら、もしかしたら王制が復活するかもしれない。（憲法制定の為に追加で3ヶ月という期間が設けられた)。もしくは軍の支配下に置かれるか。現在ネパールはルールがないのも同然でありそんな可能性も秘めている。2年くらい軍の管理下に置かれたほうがいい。その方がまし。今ネパールは自由すぎる。統率がなく、みんなやりたい放題。王制の時は自由はなかった。政治に対して文句を言うだけで捕まってしまうような世界。しかし不正は今でも同じだ。統率もなく不正ばかり。今は王制の時のほうがよかったという人々が増えてきている。市民はどこにいても政治の話。カフェでお茶しててもレストランで食事してても話題は政治の話が多い。嫌でも詳しくなる。日本ではそんなことないでしょ？」
政治に興味があるほうではなかったが、この国にいると嫌でも考えさせられる。生活と密接にかかわっているからだ。ストに反対の人まで国旗をかかげ町を練り歩く始末。政治に対するデモやら、ストに対するデモやら、バンダを訴え練り歩く人、バンダ反対だと練り歩く人。なにか行き詰っている印象を受けた。憲法制定会議場の前で行われていたデモを見ていたが、もっと現場は殺伐としているのではないかと思っていた。しかし、俺の想像してたデモではそれではなく、なにか運動会のような、お祭りのような、ただ行事をこなしている、というふうに見えた。デモ参加者も警察官も緊張感がないように見えた。屋台でピーナッツ食べて休憩しているデモンストレーター、談笑している警察官、集まるだけ集まって暇そうな野次馬。あらゆる政党がバンダにより経済をストップさせ、無駄なデモを行い金と時間を無駄にしている。けじめがない、この国を表現するのにぴったりの言葉かも知れない。国を作るのはやはり人間なんだなとこの国にいると実感する。
There is a demonstration and a general strike frequently in Nepal. One day, I saw a demonstration in some place. People had national flag and they shouted. Some political party’s supporter shouted with loudspeaker. Politics is very unstable now in Nepal. I got interested little by little.
Most of political parties go on a general strike. It’s called “Banda” and it means “close”in Nepali. Most of activities are restrict during Banda. It’s not only shops but also most of business except for hospitals, medical shops, government banks and embassies. And people can’t use their car, bike, bus and the other transportation except for tourist buses. Usually, Kathmandu (capital city of Nepal) is very noisy but it becomes silent when it comes to Banda. Newspaper and TV inform about Banda. Everyone know tomorrow is Banda, day after tomorrow is not Banda. If people open their shop, the window will be broken and they will be hit by the supporter. If people ride a car and a bike, they will be burned. There was accident like this a few days ago. Five buses were burned by someone. Fortunately, there were no people.
Maoist is the biggest political party in Nepal. I asked people about Maoist. Few people give correct information in Nepal. It’s a big difference between Nepal and Japan. I met a businessman manages a driving school. In Nepal, I can trust the person who got good education and doesn’t have a business for tourist. He said “Maoist did like an act of terrorism five years ago. They lived in forest and fought against the government with bombs. Even if they were injured, nobody cured so a lot of Maoist was dead. Maoist is organized from many poor people. Poor people can’t get a job so they are not satisfied with the government.” Now, the fight was finished and Maoist joins a caretaker government. They were terrors and now they are in government, it sounds scare. Maoist has their own army but the army is not accepted to enter the government army. It’s one of the biggest problems in Nepal now.
Now Nepal is shaking. Creation of a new constitution was supposed to be finished on May 28 but government broke the promise and wanted extension that's why people got angry. Nepali constitution assembly passed the proclamation, which Nepal becomes federal republic. Its proclamation is said on May 28, 2008. The limit of making the constitution was for 2 years so government broke the promise before as well. People are really so angry that there is the demonstration or the strike almost everyday. There is a constitution assembly hall in Kathmandu and demonstrationists gather and shout. They can’t wait for them anymore. A lot of policemen make a barricade to block demonstrationists. There was a lot of the mass media. Demonstrationists, policemen, the mass media and rubbernecks were there.
For couple of days until May 28, there was the demonstration from noon to evening everyday. I also was there. I talked to some supporters and the other people.
A supporter who manages a tourist company said “Government breaks the promise. Government always extends their pledge. They should make the constitution soon. Prices of commodities are expensive for us. Everyone have the complaint.”
A supporter who manages computer engineering company said “We make demonstration and give pressure to government. Government easily breaks the promise, we are fed up with their attitude. Nepal should be more independent because we really depend on the other countries. We have to improve our economy. And security is also bad. The government changes frequently, so nothing to improve’
A supporter who manages restaurant and have friend in government said “We continue demonstration and strike for 15 years. It is really stupid. The government is corrupted. I think nothing to change even if government changes. People should be under the army. Nowadays people don’t have discipline. People do what they want to do free and they trouble themselves. The government doesn’t change even if people make a strike and a demonstration and it just causes decreasing economy. If people were under the army, people would be controlled and the situation would improve. The government is a just paper, they don’t do anything.”
A normal person who manages a tourist company said “The salary of government is 50000 Rs, so they get ten times as much salary as people. The government couldn’t make the constitution yet thought they spent time for three years. Of course their salary is from tax so people got angry. There is possibility that kingship will come back if government can’t make new constitution for three months. (Government got period for making new constitution for three months) It’s also possible that people will be under the army. In Nepal, we have almost no rule now. This country would improve if people were under the army for about two years, it’s better than this situation. People are too free to control themselves. They do what they want to do. When we were under the kingship, we weren’t free. The king arrested people when they insisted against kingship. But now, the situation is not too different from then because the government is corrupted. During kingship, there was discipline at least. Now some people think that kingship is better than federal republic. In this country, people talk about my country at a restaurant and a coffee shop. We get the knowledge about the government and some related our country even if we don’t want. Does it happen in Japan?”
I am not interested in politics but I think about it in this country because it connects with their life directly. The people against a strike make demonstration as well. There are a lot of actions in this country. I thought they don’t know what they should do. I thought a demonstration is more live but it wasn’t what I thought, it’s like a festival or something. It looked they just do without thinking. I felt they were not serious because I saw a demonstrationist who ate peanuts and took a rest, a policeman who talked to co-worker with smile and a rubberneck who got bored and did nothing. Almost all political party make demonstration and waste money and time. There is no discipline, this word really explain this country. I feel people make a country.
